INVITATION TO BID

Sealed proposals for the Electric Distribution T & E Construction will be received, on behalf of Oxford
Utilities, by the City of Oxford Mississippi Mayor and Board of Alderman at the office of the City Clerk, 107 Courthouse Square, Oxford, MS 38655 until 2:00 p.m. local time on Tuesday February 9, 2021 and publicly read.

The owner reserves the right to reject any or all bids to waive any informalities or technicalities therein.

The work to be done consists generally of: Time and Expense line work for Oxford Utilities ͘
Work will include primary and secondary construction for installation, removal, replacement, and transfer of the Electric Department facilities. The work will be mostly hot work within the city limits of Oxford, MS. The work will be constructed according to the specification and staking sheets in the bid package. Proposals shall be on a unit price time and expense basis. The Issuing Office for the Competitive Sealed Proposal Document is:

Printed and/or electronic copies of the CSP Documents may be obtained from Allen & Hoshall, during the hours indicated above, at no cost. The date that the CSP Documents are transmitted by the Issuing Office will be considered the Proposer’s date of receipt of the CSP Documents. Partial sets of CSP Documents will not be available from the Issuing Office. Owner will not be responsible for full or partial sets of CSP Documents, including Addenda if any, obtained from sources other than the Issuing Office.
INVITATION TO PROPOSERS Each CSP shall be accompanied by a Certified Check on a solvent bank or a Proposer’s (Bid) Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of $10,000, as a guarantee that if the Proposal is accepted, the Proposer will enter into a contract and execute the Performance and Payment Bonds in the form and within the time specified.

The successful Proposer will be required to execute a Performance and Payment Bond, each in the amount of $500,000 issued by a Surety Company licensed to operate in the State and shall be named in the current list of “Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies” as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department.

Each Proposer shall be a licensed Contractor as required by the regulations of the State of Mississippi and all amendments thereto in effect on Proposal receipt date. Certificate of Responsibility Number, expiration date, and license classification shall be shown on the outside of the envelope containing the Proposal of the General Contractor. Failure to show these items on outside of envelope will result in Proposal being returned to Proposer unopened. No Proposer may withdraw his Competitive Sealed Proposal for a period of sixty (45) days after date of actual CSP opening, without Owner’s consent.
